A small bugfix update to 1.19, called 1.19.1 is out now. See here for details.
EDIT: Additionally, 1.19.2 is out now.

Upcoming changes
From now on, major releases will be yearly, instead twice a year. Due to the additional platforms supported, the release process is longer and more complicated than ever, so it doesn't make sense to do it too often. The plan is to make a new major release every spring, probably March or April.
Additionally, upcoming requirements from Android means that we will soon have to update an important development tool (the NDK) to a newer release, which will force us to drop support for the very oldest versions of Android. Not to worry too much though, as the current estimation is that we'll still be able to support Android 5.0 (Lollipop), which is still very, very old!
It's possible that we will also end up dropping support for iOS 12, setting 13 as the new minimum, but I'm not certain of that yet.
The above should affect very few devices out there, so most likely you won't notice any of this.
Another new thing is that in the next release, the "Windows ARM64" release will be considered officially supported. This doesn't make much difference though as it already worked well, but I now have a device to test it on! ARM64 is the CPU architecture (or rather, ISA) used by processors like the Qualcomm Snapdragon and Apple Silicon. The former is starting to show up in PC laptops and is performing really well in my testing, much like the latter.

PPSSPP 1.19 for iOS has been approved, and will be rolling out to devices over the coming week.
After having massive problems getting updates to the iOS Gold version approved, I decided to give up on having a separate app. On iOS (but not other platforms), PPSSPP now is a single app, and you can upgrade to Gold, to support the project, through a simple in-app purchase instead.
Why gold?
How to get PPSSPP Gold for iOS
The separate PPSSPP Gold app has now been retired. I'm looking into ways to transfer users to the in-app purchase in the PPSSPP app, but I haven't yet managed to find a viable way to do it, without being able to update the existing Gold app. I'm sorry about that! If you know a way to do this (or have contacts in Apple that can help), let me know at [email protected].

PPSSPP 1.19 is now available! Get it on the download page for PC or Mac! If you're on Android and already have it installed from Google Play, your update will arrive within a week (to catch crashes early).
On iOS, the release will take a little more time due to the Apple review process.

The PPSSPP project's long-term mission is to preserve the treasure of PSP video games for future generations to enjoy.
Fortunately, with the exception of some multiplayer titles and some yet-unsolved glitches, this has been largely achieved for PSP games. However, on newer platforms, it's a different story.
Stop Killing Games is a petition that warns about how digital distribution and DRM now makes it possible and even common for games to be released, played, and then disappear forever with no way to play it in the future. On modern games platforms it's possible for publishers to retroactively unpublish games.
The petition argues for a stop to this practice, and to require game publishers to keep games playable, through whatever means are necessary, when they are "retired" from the market.
Obviously, we agree with this!

Yup, PPSSPP Gold for iOS is still stuck in review, so I am completely unable to update it.
The free version, however, is up to date.
Here's a summary of the situation, along with the rejection letters, my replies and App Store Review's responses.
I recommend all iOS users to use the free version of PPSSPP until this can be resolved, even if you paid for Gold to support the project!
